The rough-and-tumble street justice earned Chen charges for assault and forcible confinement—but, after a rush of popular support, he was acquitted. The story sparked the push for the newly minted Citizen’s Arrest and Self-Defence Act—popularly known as the “Lucky Moose Bill,” which is probably the best name for a crime bill anywhere.
