How incredibly ironic is that....pulled the barrel an hour ago to take it to work...starting one in the morning.

    Great article
My first impression though is he is splitting hairs. His opening question "can we borrow technologies from air rifle for use in rim fire bench rest"

To my knowledge it's been done. Splitters aka strippers worked so well they were disallowed from ISSF rifle competition years ago and tuners are still in use today. At least I would go so far as to say that if tuners work the charm, and have worked for years, in 50m small bore prone it's a pretty safe bet they'll work in benchrest.

They do work . Maybe not on every barrel, depends on a lot of things. Browning has used them out of the box on many of their rifles, but more along the idea of tuning than stripping and recoil dampening. Husky made their '94, '96, barrels with steps on them, for tuning with militery ammo. But change ammo, (pellet), speed, etc. may not work the same, eg. need to be retuned to barrel.
