AFAIK, that is the first variant.... but I'm not a Crosman expert....
No idea what the bar is.... something to hold an intermount from rotating?....

First variant has steel breech and manual cocking 1977-81 Your missing the rear sites. And as you've guessed already, that bar thingy, noey belong there ,
Hey hey! I can't fix what shouldn't be there! Your best friend might be Mr. BFH in some cases where this occurs.
But seriously, you need to strip it down and see exactly what is salvageable and what has been 'altered' for this customization.
The next question becomes- is it worth the effort? If you're a collector, OK, if not- a refurb. 1377 of the newest variety is under $50.00.

Of course the only reason I want it is I don't have one now...what other reason is there really.
I've already got a stock 1377C and a fully modded 1377C
I need to finish the Model 60 first.
And then finish that target stock
And then finish another 1377 that's 75% done

I have yet to see a first variant 13-77 medalist in person. The 22 is more common around here, with them being seen for sale occasionally at gun shows.
Also, a first variant should have a steel piston rod with oil wiper behind the cup.
Give us a pic of the L/H side of the gun. From here it looks like a combination sling loop and rear sight were sweated onto the bbl. It may be easily reversible. The challenge will be finding the correct steel rear sight base.
Does it hold air and shoot?
We think alike on projects. Doesn't stop the acquisition thing with me in the least though...
